Separate and Unequal: School Segregation Persists for Roma in Slovakia

This joint briefing paper published by the ERRC and Amnesty International Slovakia evaluates legislative changes and policy measures implemented following the European Commission’s referral of Slovakia to the European Court of Justice (ECJ) in April 2023. While this referral prompted some policy responses, including amendments to the School Act and the introduction of desegregation standards, these measures have been insufficient to address systemic practices of segregation which have persisted and sometimes even worsened in the ten years since the infringement procedure was first launched against the country.
